JOB SUMMARY
This position assists in directing the operations and programs of the City’s Recreation & Special Events Division and for maintaining the municipal park system.
ESSENTIAL FUNCTIONS
- Assists in directing the operations of the Recreation & Special Events Division; assists in developing, planning, and implementing goals and objectives of the division and its departments; recommends and administers policies, procedures and fees.
- Assists the Director with the annual budget process, compiles figures and prepares portions of the annual budget, and ensures that expenditures do not exceed the allocated budget.
- Assists in directing the City’s Recreation & Special Events operations, recreation and athletic facility maintenance, and the Amphitheater.
- Assists in directing the maintenance of recreation areas, pools, playgrounds, equipment, and other features.
- Assists in preparing bids and proposals for expansion and growth of department facilities and programs.
- Analyzes the needs of the community in relation to the services/programs provided by the division; makes recommendations for changes when applicable.
- Performs the duties of the Director in his/her absence. Provides daily leadership to departmental personnel.
- Receives, investigates, and resolves employee concerns related to work problems; interprets policies to subordinates.
- Provides information and recommendations regarding operations and assists in making decisions related to municipal government; develops and implements goals, objectives, policies, procedures, and priorities.
- Recommends applicants for employment; trains, assigns, directs, schedules, supervises, evaluates and disciplines personnel.
- Attends Council and Executive Leadership Team meetings in Director’s absence. Prepares presentations for Council as needed.
- Coordinates and oversees the work of contractors as necessary.
- Communicates with the public to resolve citizen complaints and concerns.
- Assists in coordinating special events as required.
- Serves as project manager for assigned projects.

SUPERVISORY CONTROLS
The Director assigns work in terms of division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.
GUIDELINES
Guidelines include City policies and procedures, human resources policies and procedures, and other local, state, and federal laws and regulations. These guidelines require judgment, selection, and interpretation in application. This position develops division guidelines.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied administrative, planning, directing, management, and supervisory duties. The variety of the tasks to be managed and the changing recreation and leisure needs of the community contribute to the complexity of the work.
- The purpose of this position is to assist in directing the City’s Recreation and Special Events Division. Successful performance in this position contributes to the efficient and effective delivery of leisure services to area residents.

- Contacts are typically with co-workers, other City personnel, elected and appointed officials, business leaders, community leaders, contractors, vendors, and members of the general public.
- Contacts are typically to give or exchange information, negotiate matters, motivate persons, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects.
- The work is typically performed in an office and outdoors, occasionally in hot, cold or inclement weather.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has supervision over professional, technical, and support staff assigned to Recreation and Special Events.
MINIMUM QUALIFICATIONS
- Bachelor’s degree in recreation management, leisure studies, public administration, event planning, sports management, or related field.
- 3+ years of experience in recreation programming, event planning, or a related area (some roles may require more experience).
- Experience in supervisory or leadership roles is often preferred.
- CPR/First Aid certification preferred
- Certified Parks and Recreation Professional (CPRP) preferred
- Valid driver’s license
